ABSTRACT

Importance: Residential evictions may have increased excess mortality associated with the COVID-19 pandemic. Objective: To estimate excess mortality associated with the COVID-19 pandemic for renters who received eviction filings (threatened renters). Design, Setting, and Participants: This retrospective cohort study used an excess mortality framework. Mortality based on linked eviction and death records from 2020 through 2021 was compared with projected mortality estimated from similar records from 2010 through 2016. Data from court records between January 1, 2020, and August 31, 2021, were collected via the Eviction Lab's Eviction Tracking System. Similar data from court records between January 1, 2010, and December 31, 2016, also collected by the Eviction Lab, were used to estimate projected mortality during the pandemic. We also constructed 2 comparison groups: all individuals living in the study area and a subsample of those individuals living in high-poverty, high-filing tracts. Exposures: Eviction filing. Main Outcomes and Measures: All-cause mortality in a given month. The difference between observed mortality and projected mortality was used as a measure of excess mortality associated with the pandemic. Results: The cohort of threatened renters during the pandemic period consisted of 282 000 individuals (median age, 36 years [IQR, 28-47]). Eviction filings were 44.7% lower than expected during the study period. The composition of threatened renters by race, ethnicity, sex, and socioeconomic characteristics during the pandemic was comparable with the prepandemic composition. Expected cumulative age-standardized mortality among threatened renters during this 20-month period of the pandemic was 116.5 (95% CI, 104.0-130.3) per 100 000 person-months, and observed mortality was 238.6 (95% CI, 230.8-246.3) per 100 000 person-months or 106% higher than expected. In contrast, expected mortality for the population living in similar neighborhoods was 114.6 (95% CI, 112.1-116.8) per 100 000 person-months, and observed mortality was 142.8 (95% CI, 140.2-145.3) per 100 000 person-months or 25% higher than expected. In the general population across the study area, expected mortality was 83.5 (95% CI, 83.3-83.8) per 100 000 person-months, and observed mortality was 91.6 (95% CI, 91.4-91.8) per 100 000 person-months or 9% higher than expected. The pandemic produced positive excess mortality ratios across all age groups among threatened renters. Conclusions and Relevance: Renters who received eviction filings experienced substantial excess mortality associated with the COVID-19 pandemic.

ABSTRACT

We assess the relationship between gentrification and a key form of displacement: eviction. Drawing on over six million court cases filed in 72 of the largest metropolitan areas across the United States between 2000 and 2016, we show that most evictions occurred in low-income neighborhoods that did not gentrify. Over time, eviction rates decreased more in gentrifying neighborhoods than in comparable low-income neighborhoods. Results were robust to multiple specifications and alternative measures of gentrification. The findings of this study imply that focusing on gentrifying neighborhoods as the primary site of displacement risks overlooking most instances of forced removal. Disadvantaged communities experienced displacement pressures when they underwent gentrification and when they did not. Eviction is not a passing trend in low-income neighborhoods-one that comes and goes as gentrification accelerates and decelerates-but a durable component of neighborhood disadvantage.

ABSTRACT

Investments in stable, affordable housing may be an important tool for improving population health, especially in the context of rising costs and evictions for American renters. Still, a lack of longitudinal data linking these exposures to health outcomes has limited prior research. In this study, we use linked administrative data to estimate the associations of rent burden and eviction with all-cause mortality. We constructed a novel dataset linking renters in the long-form 2000 Census (N = 6,587,000) to mortality follow-up through 2019 from the Census Numident file. To measure exposure to eviction, we further linked this dataset to 38 million eviction records between 2000 and 2016 using names and addresses. For a subsample of renters, we also measured within-individual changes in rent burden between 2000 and 2008-2012 by linking to the American Community Survey. We estimated the associations of rent burden and eviction with mortality using Cox proportional-hazards models and discrete-time hazard models adjusted for individual, household, neighborhood, and state characteristics, examining varying associations by cohort, race, gender, and eviction risk. Higher baseline rent burden, increases in rent burden during midlife, and evictions were all associated with increased mortality. Compared to a baseline rent burden of 30%, a burden of 70% was associated with 12% (95% confidence interval = 11-13%) higher mortality. A 20-point increase in rent burden between 2000 and 2008-2012 was associated with 16% (12-19%) higher mortality through 2019. An eviction filing without judgment was associated with a 19% (15-23%) increase in mortality and an eviction judgment was associated with a 40% (36-43%) increase. Associations were larger for those at lower predicted risk of eviction. These findings reveal how rising costs and evictions are shaping mortality for American renters. Policies designed to increase the supply of affordable housing and prevent eviction may lead to widespread improvements in population health.

ABSTRACT

Millions of American renter households every year are threatened with eviction, an event associated with severe negative impacts on health and economic well-being. Yet we know little about the characteristics of individuals living in these households. Here, we link 38 million eviction court cases to US Census Bureau data to show that 7.6 million people, including 2.9 million children, faced the threat of eviction each year between 2007 and 2016. Overall, adult renters living with at least one child in their home were threatened with eviction at an annual rate of 10.4%, twice that of adults without children (5.0%). We demonstrate not only that the average evicted household includes one child, but that the most common age to experience eviction in America is during childhood. We also find that previous studies have underestimated racial disparities in eviction risk: Despite making up only 18.6% of all renters, Black Americans account for 51.1% of those affected by eviction filings and 43.4% of those evicted. Roughly one in five Black Americans living in a renter household is threatened with eviction annually, while one in ten is evicted. Black-White disparities persist across levels of income and vary by state. In providing the most comprehensive description to date of the population of US renters facing eviction, our study reveals a significant undercount of individuals impacted by eviction and motivates policies designed to stabilize housing for children and families.

ABSTRACT

Neither academic researchers nor the U.S. Department of Housing and Urban Development have studied evictions from public housing in national perspective. Combining federal registers of public housing authorities (PHAs) with individual-level records from >25 million eviction filings issued between 2006 and 2016, this is the first national-level study to estimate the prevalence and dynamics of eviction in public housing units. We find that the average PHA files roughly 40 evictions each year or 7.6 cases for every 100 public housing households. Public housing complexes were responsible for approximately 5.8 out of every 100 eviction filings in our sample, while only 3.5 in 100 renting households resided in public housing. Controlling for socioeconomic factors, we show that PHAs with a higher percentage of Black residents have significantly higher eviction filing rates. Eviction filing rates in PHAs are associated with those in the surrounding private rental market, indicating that PHAs do not function independently from the social contexts in which they are embedded. These findings reveal significant variation in eviction filing rates across local PHAs and highlight the need for clear policies on lease terminations and improved documentation of eviction actions in public housing at the federal and local levels.

ABSTRACT

SignificanceSeveral negative effects of forced displacement have been well documented, yet we lack reliable measurement of eviction risk in the national perspective. This prevents accurate estimations of the scope and geography of the problem as well as evaluations of policies to reduce housing loss. We construct a nationwide database of eviction filings in the United States. Doing so reveals that 2.7 million households, on average, are threatened with eviction each year; that the highest eviction filing rates are not concentrated solely in high-cost urban areas; and that state-level housing policies are strongly associated with county-level eviction filing risk. These data facilitate an expanded research agenda on the causes and consequences of eviction lawsuits in the United States.

ABSTRACT

Coralline algae (CA) are globally distributed and fulfil many important roles within coastal ecosystems. In this study, photosynthetically active radiation (PAR) measured for 616 days at 2 and 10 m in a temperate subtidal kelp forest in southern New Zealand provided context to photosynthesis vs. irradiance relationships for, and pigment concentrations of, an articulated coralline alga, Arthrocardia sp. and a crustose coralline species assemblage within the Hapalidiales order. The maximum photosynthetic rate Pmax of the Arthrocardia sp. (20.38 ± 2.38 µmol O2. gDW-1 h-1) was significantly higher than the Pmax of crustose coralline spp. (3.72 ± 0.74 µmol O2. gDW-1 h-1) at the same 2 m stratum. Pigment concentration of Arthrocardia sp. was significantly higher than that of crustose coralline spp. at the same depth, while pigment concentration of crustose coralline spp. at 2 and 10 m were not significantly affected by depth. The photosynthetic characteristics of these coralline algae represent a shade acclimated organism with low saturation irradiance (all Ek < 100 µmol photons m-2 s-1). Despite sevenfold difference in average daily dose between 2 and 10 m there was no significant effect of depth on the photosynthetic performance of crustose coralline algae measured. The lack of evidence for acclimation to low light could be because periods of clear water provide enough light to maintain photosynthesis, lower energetic requirements of species found at depth or constraints on the synthesis of photosynthetic pigments at greater depth.

ABSTRACT

The paediatric population is disproportionately affected during mass casualty incidents (MCIs). Several unique characteristics of children merit special attention during natural and man-made disasters because of their age, physiology, and vulnerability. Paediatric anaesthesiologists play a critical part of MCI care for this population, yet there is a deficit of publications within the anaesthesia literature addressing paediatric-specific MCI concerns. This narrative review article analyses paediatric MCI considerations and compares differing aspects between care provision in Australia, the UK, and the USA. We integrate some of the potential roles for anaesthesiologists with paediatric experience, which include preparation, command consultation, in-field care, pre-hospital transport duties, and emergency department, operating theatre, and ICU opportunities. Finally, we propose several methods by which anaesthesiologists can improve their contribution to paediatric MCI care through personal education, training, and institutional involvement.

ABSTRACT

Preventing eviction is a tractable, efficient way to reduce homelessness. Doing so requires understanding the precise geography of eviction. Drawing on over 660,000 eviction records across 17 cities, this study finds the geography of evictions to be durable across time. Rather than occurring when the status quo is disrupted, through gentrification or other modes of neighborhood change, eviction is itself the status quo in some pockets of American cities. Increasing the magnification, the study shows that a few buildings are responsible for an outsized share of cities' eviction rates. Focusing on three cities-Cleveland, Ohio, Fayetteville, North Carolina, and Tucson, Arizona-it finds that the 100 most-evicting parcels account for over one in six evictions in Cleveland and two in five evictions in Fayetteville and Tucson. Policymakers looking to prevent homelessness can use the diagnostic tools developed in this study to precisely target high-evicting neighborhoods and buildings.

ABSTRACT

Importance: More than 2 million families face eviction annually, a number likely to increase due to the coronavirus disease 2019 pandemic. The association of eviction with newborns' health remains to be examined. Objective: To determine the association of eviction actions during pregnancy with birth outcomes. Design: This case-control study compared birth outcomes of infants whose mothers were evicted during gestation with those whose mothers were evicted at other times. Participants included infants born to mothers who were evicted in Georgia from January 1, 2000, to December 31, 2016. Data were analyzed from March 1 to October 4, 2020. Exposures: Eviction actions occurring during gestation. Main Outcomes and Measures: Five metrics of neonatal health included birth weight (in grams), gestational age (in weeks), and dichotomized outcomes for low birth weight (LBW) (<2500 g), prematurity (gestational age <37.0 weeks), and infant death. Results: A total of 88 862 births to 45 122 mothers (mean [SD] age, 26.26 [5.76] years) who experienced 99 517 evictions were identified during the study period, including 10 135 births to women who had an eviction action during pregnancy and 78 727 births to mothers who had experienced an eviction action when not pregnant. Compared with mothers who experienced eviction actions at other times, eviction during pregnancy was associated with lower infant birth weight (difference, -26.88 [95% CI, -39.53 to 14.24] g) and gestational age (difference, -0.09 [95% CI, -0.16 to -0.03] weeks), increased rates of LBW (0.88 [95% CI, 0.23-1.54] percentage points) and prematurity (1.14 [95% CI, 0.21-2.06] percentage points), and a nonsignificant increase in mortality (1.85 [95% CI, -0.19 to 3.89] per 1000 births). The association of eviction with birth weight was strongest in the second and third trimesters of pregnancy, with birth weight reductions of 34.74 (95% CI, -57.51 to -11.97) and 35.80 (95% CI, -52.91 to -18.69) g, respectively. Conclusions and Relevance: These findings suggest that eviction actions during pregnancy are associated with adverse birth outcomes, which have been shown to have lifelong and multigenerational consequences. Ensuring housing, social, and medical assistance to pregnant women at risk for eviction may improve infant health.

ABSTRACT

Light availability is a fundamental factor that controls the productivity and distribution of macroalgae and is highly variable, both spatially and temporally, in subtidal coastal systems. Our comprehension of how macroalgae respond to such variability is a significant knowledge gap that limits our understanding of how light influences the structure and productivity of these environments. Here, we examined the pigment characteristics of individual species, and for the first time the whole community, within one low-light, and one high-light kelp-forest system in southern New Zealand. The aim was to quantify the range of pigmentation seen within the two kelp-forests which differed in irradiance regime. Light availability was 33% and 64% greater at the high-light compared to the low-light site at 2 and 10 m depth, respectively. Results suggested Phaeophyceae species at deeper depths in the low-light site may be living at the edge of their photosynthetic ability and pigment synthesis appeared significantly restricted. Even with greater investment in the pigment fucoxanthin, biomass of Phaeophyceae species was significantly lower in the low-light site. Highly pigmented Rhodophyceae species made a greater proportional contribution to community biomass within the low-light site where they likely possessed a photosynthetic advantage. This work helps explain discrepancies in community structure between the two study sites and explores the complex relationship between irradiance and photoacclimation. The comparison of community pigment concentration holds potential as a tool for assessing the relative degree of photoacclimation occurring between sites and provides a proxy of photosynthetic cost under a specific light regime.

ABSTRACT

The role of how light is delivered over time is an area of macroalgal photosynthesis that has been overlooked but may play a significant role in controlling rates of productivity and the structure and persistence of communities. Here we present data that quantify the relative influence of total quantum dose and delivery rate on the photosynthetic productivity of five ecologically important Phaeophyceae species from southern New Zealand. Results suggested that greater net oxygen production occurs when light is delivered at a lower photon flux density (PFD) over a longer period compared to a greater PFD over a shorter period, given the same total dose. This was due to greater efficiency (α) at a lower PFD which, for some species, meant a compensatory effect can occur. This resulted in equal or greater productivity even when the total quantum dose of the lower PFD was significantly reduced. It was also shown that light limitation at Huriawa Peninsula, where macroaglae were sourced, may be restricting the acclimation potential of species at greater depths, and that even at shallow depth periods of significant light limitation are likely to occur. This research is of particular interest as the variability of light delivery to coastal reef systems increases as a result of anthropogenic disturbances, and as the value of in situ community primary productivity estimates is recognised.

ABSTRACT

The prevalence and consequences of eviction have transformed the lived experience of urban poverty in America, yet little is known about why some families avoid eviction while others do not. Applying discrete hazard models to a unique dataset of renters, this study empirically evaluates individual, neighborhood, and social network characteristics that explain disparities in displacement from housing. Family size, job loss, neighborhood crime and eviction rates, and network disadvantage are identified as significant and robust predictors of eviction, net of missed rental payments and other relevant factors. This study advances urban sociology and inequality research and informs policy interventions designed to prevent eviction and stem its consequences.

ABSTRACT

Drawing on novel survey data of Milwaukee renters, this study documents the prevalence of involuntary displacement from housing and estimates its consequences for neighborhood selection. More than one in eight Milwaukee renters experienced an eviction or other kind of forced move in the previous two years. Multivariate analyses suggest that renters who experienced a forced move relocate to poorer and higher-crime neighborhoods than those who move under less-demanding circumstances. By providing evidence implying that involuntary displacement is a critical yet overlooked mechanism of neighborhood inequality, this study helps to clarify why some city dwellers live in much worse neighborhoods than their peers.

ABSTRACT

Light is the fundamental driver of primary productivity in the marine environment. Reduced light availability has the potential to alter the distribution, community composition, and productivity of key benthic primary producers, potentially reducing habitat and energy provision to coastal food webs. We compared the underwater light environment of macroalgal dominated shallow subtidal rocky reef habitats on a coastline modified by human activities with a coastline of forested catchments. Key metrics describing the availability of photosynthetically active radiation (PAR) were determined over 295 days and were related to macroalgal depth distribution, community composition, and standing biomass patterns, which were recorded seasonally. Light attenuation was more than twice as high in shallow subtidal zones along the modified coast. Macroalgal biomass was 2-5 times greater within forested sites, and even in shallow water (2m) a significant difference in biomass was observed. Long-term light dose provided the best explanation for differences in observed biomass between modified and forested coasts, with light availability over the study period differing by 60 and 90 mol photons m-2 at 2 and 10 metres, respectively. Higher biomass on the forested coast was driven by the presence of larger individuals rather than species diversity or density. This study suggests that commonly used metrics such as species diversity and density are not as sensitive as direct measures of biomass when detecting the effects of light limitation within macroalgal communities.

ABSTRACT

Added KCl increases the apparent Michaelis constant (Km) of pyruvate for porcine muscle-type lactate dehydrogenase (100 mM KCl, 83%; 200 mM KCl, 188%). The effects of 100 mM KCl were fully reversed by 375 mM trimethylamine N-oxide (TMAO). TMAO (375-750 mM) partially reversed the effects of 200 mM KCl. TMAO as the sole solute, at concentrations up to 750 mM, had no effect on Km. This is atypical because compensatory osmolytes such as TMAO characteristically counteract protein perturbation in an additive manner.
